
The primary goal of the Precinct Leadership Program is to contribute to the development of a cadre of ethical and capable leaders that will act in the public interest to better ensure effective and accountable service delivery for Papua New Guinea (PNG).
Delivered in Port Moresby and Goroka in 2017, the Inclusive Strategic Leadership executive leadership short course focused on three core and interrelated competencies for public service leadership:
- Strategic Thinking, Planning, and Leading focused on the core skills required for strategic thinking and planning in the public sector.
- Government Planning Frameworks focused on PNG’s cascading planning framework from Vision 2050 through to the Development Strategic Plan 2010-2030, 5-year Medium-Term Development Plans (MTDPs), the National Strategy for Responsible Sustainable Development (StaRS) and the newly introduced National Planning & Responsibilities Act.
- Gender, Inclusion, and Participatory Planning as a cross-cutting and stand-alone theme.
The program for the workshop was developed in consultation with key government agencies including the Department of Personnel Management and the Department of National Planning and Monitoring.
Delivery of the Inclusive Strategic Leadership Executive Short Course was considered by participants and stakeholders to be a highly relevant, timely, and successful program for PNG public service employees. Square Circle has an ongoing commitment to the Precinct Leadership Program and their efforts to mainstream gender and social inclusion together with other strategic frameworks for equitable and inclusive development.
